Consolidated Budget Recommendation

The Commission receives, evaluates, and coordinates budget requests for the public
institutions of higher education in Alabama. A single consolidated budget report containing
budget recommendations for separate appropriations to each of the institutions is
presented annually to the governor and legislature. The recommendation of the
Commission is based on, but not limited to, assessment of institutional requests, funding
needs derived from standard techniques of objective measurement and need, and unit cost
figures calculated through the use of comparative, verified data supplied by the
institutions. The Consolidated Budget Recommendation also includes the Commission’s
recommendation for a variety of statewide programs and activities.

Alabama’s postsecondary institutions requested an increase of 21% for their FY24-25
budgets. The Commission approved a recommendation for an increase of 7%, totaling
$2,120,456,796. In Act 2024-351, the legislature appropriated a total of $2,116,547,673
from the Education Trust Fund to these institutions, increasing 6% above FY23-24 budget.
